Any party intending to operate taxi services must hold a taxi service operators’ licence. This licence will verify that you meet the requirements for operating a taxi service.
You must have a registered business before you can apply. Only the general manager/proprietor of the business may send the application for a taxi service operators’ licence. The licence fee is NOK 3700.

Start serviceThere are three general requirements for obtaining a taxi service operators’ licence:
If your business is new, i.e., established less than three months ago, you must also attach a tax certificate and a confirmation from the Register of Bankruptcy for the general manager (this does not apply to sole proprietorships).
In addition, you must demonstrate your business’ financial standing by means of a bank guarantee or an insurance totalling an amount in NOK equal to EUR 5000 when only one vehicle is used and EUR 2500 for each additional vehicle used. The bank/insurance company is responsible for sending the bank guarantee documents to the authorities.
In 2024 the equivalent value in Norwegian kroner is NOK 57 000 for the first vehicle and NOK 28 000 for each additional vehicle.
Before you can use your taxi service operators’ licence, you must document that the vehicle(s) intended for use in your taxi service are registered as taxis with the Norwegian Public Roads Administration, and that you have installed an approved taximeter.
When your application for a taxi service operators’ licence is approved, you will receive a self-declaration form. You must return the form with the required documentation before you start using your operators’ licence. This form will only be made available in Norwegian.
The vehicle must be equipped with an approved top sign and be marked with the operators’ licence number on the side doors.
You must attach to your application documentation that shows you are of good repute and have appropriate financial standing. The attachments must not be dated earlier than three months prior to your application.

Sole proprietorships must attach the following:
1. Certificate of good conduct for the proprietor
2. Copy of any conviction/fine you have received
Companies must attach the following:
1. Certificate of good conduct for the general manager or transport manager
2. Certificate of good conduct for the business
3. Copy of any conviction/fine you or your business have received
If your company was established less than three months ago, you must attach the following:
1. Certificate of good conduct for the general manager or transport manager
2. Certificate of good conduct for the business
3. Copy of any conviction/fine you or your business have received
4. Tax certificate for the general manager
5. Confirmation from the Register of Bankruptcy for the general manager
On 1 November 2020 new, national requirements for obtaining a taxi service operators’ licence came into effect. The county councils have created this form to reflect the new regulations.
So far, the form is in use by the following county councils:
• Viken
• Oslo
• Rogaland
• Agder
• Innlandet
• Vestfold og Telemark
• Møre og Romsdal
• Troms
• Finnmark
If your business is registered in a different county, you must contact your county council for the correct application form.
When you have applied
Once received, the county council where your business is registered will review your application. If your application is approved, there is a licence fee of NOK 3400 per licence. The licence is valid in all of Norway, but in some municipalities another licence holder may have an exclusive right to operate taxi services.
You must familiarise yourself with the requirements and conditions for holding a taxi service operators’ licence. Your local county council will have information about these requirements and conditions posted on their website.
Exclusive rights to operate a taxi service
The county councils may grant an exclusive right to operate taxi services in areas where a free market cannot be expected to offer a satisfactory taxi service to the public.
To operate a taxi service in an area where the county council has granted an exclusive right, you must be a holder of this right. Other taxi service operators may transport passengers who have pre-booked a ride into or out of these areas. Exclusive rights to operate taxi services in each area is granted by public tender.
