Approval of facilities handling animal breeding material

Anyone who intends to collect, produce, process, or store breeding material from cattle or pigs must apply to the Norwegian Food Safety Authority for approval of their facilities before commencing operations. The same applies to those who intend to collect, produce, process, or store breeding material from sheep, goats, or horses if the breeding material is to be moved to another country within the EEA.

Breeding material refers to semen, oocytes, and embryos intended for artificial reproduction.

Who should use this form?

The form 'New Animal Holding' in the Norwegian Food Safety Authority's online form service must be used, among others, by those applying for approval of various types of facilities for breeding material from cattle, pigs, sheep, goats, or horses. Such facilities may include semen collection centres, embryo collection teams, embryo production teams, breeding material processing establishments, or breeding material storage facilities.

Applications must be submitted electronically via the Norwegian Food Safety Authority's online form services. To access the service, you must have the role Primary Industries and Foodstuffs, or access through a local role or individual authorization.

The service requires login via ID-porten (security level 3 or higher).

What should I attach?

The application must include information on the type of facility and on the person appointed as the station or group veterinarian.
The application must also include information on location, equipment and facilities, biosecurity measures, and more.

The requirements regarding the information to be included in the application are set out in Section 4 of the Animal Health Regulation (in Norwegian only), cf. Article 96 of Regulation (EU) 2016/429, and in Section 3 of the Breeding Material Regulation (in Norwegian only), cf. Article 3 of Regulation (EU) 2020/999.

Why should I use this form?

The form must be used in order for the application to be registered and processed in the Norwegian Food Safety Authority's supervisory systems.

Criteria/conditions:

The conditions for approval of facilities for breeding material include requirements that a station or group veterinarian must be appointed at the facility, and requirements regarding the facility's premises, equipment, and operational procedures.

Processing time: 

The application, including all required information, must be submitted to the Norwegian Food Safety Authority at least 30 days before the planned start of activities at the facility.

Fee:

A fee applies for the processing of the application, cf. the Regulation on Fees for Specific Services from the Norwegian Food Safety Authority. The current fee is NOK 7,200.

Appeal of a decision:

When the Norwegian Food Safety Authority has made a decision, you have the right to appeal it in accordance with Chapter VI of the Public Administration Act.
