From 1 January 2024, all enterprises that will hire out labour as a staffing enterprise must be authorised by the Norwegian Labour Inspection Authority. Only staffing enterprises with such an authorisation can legally hire out workers as staffing agencies.
All staffing enterprises that are authorised by the Norwegian Labour Inspection Authority will be listed in an overview of publicly authorised staffing agencies at arbeidstilsynet.no.

All enterprises that plan to hire out labour as a staffing enterprise must apply for authorisation. Staffing enterprises are enterprises whose main purpose is to offer the hiring out of labour.
It is the main entity in the enterprise that applies for authorisation as a staffing enterprise on behalf of all sub-entities in the enterprise.
In the application, everyone must attach
Staffing enterprises that are not registered as a limited liability company (AS) or public limited company (ASA) in Norway, or an equivalent AS or ASA in another EEA country, must attach a guarantee from a bank or insurance company.
Staffing enterprises that are registered abroad must attach documentation of their registration from their home country. All foreign enterprises registered in Norway that will operate in Norway and that do not have a permanent place of business or registered office in Norway must have or appoint a representative. The representative must have a registered office or permanent business address in Norway.
